What Licenses Do You Need to Import an EV Motorcycle in Indonesia

Bringing an EV motorcycle into Indonesia requires securing several key licenses and permits. Recent updates, including PMK regulations and SNI reforms, make staying compliant more important than ever: 

Importer Identification Number 

  • API–U (General Importer): Required for businesses that import EV motorcycles for resale. 
  • API–P (Producer Importer): For manufacturers importing components for local assembly, selling CBU units is prohibited under this license, per the Ministry of Foreign Affairs of Indonesia. 
  • NIB (Business Identification Number): Acquiring the NIB via Indonesia’s OSS system will automatically grant API–U for importers in low-risk business categories. 

Type Approval & Vehicle Testing Certificates 

All EV motorcycles must undergo safety and performance testing and receive type approval from the Ministry of Industry and Transportation. These tests are aligned with national safety and emission benchmarks. 

SNI Certification (Standar Nasional Indonesia)  

Specific EV components, especially electrical systems and batteries, require SNI certification to meet Indonesian product safety standards. These certifications are tied to ISO 9001/IATF 16949 manufacturing standards and may require a local audit. 

Type Approval Certificate (Ministry of Industry) 

As per MOI Regulation No. 28, updated in 2023, this certificate verifies your EV motorcycle’s compliance with specs and local content (TKDN). PR 79/2023 mandates 40% local content by 2026, rising to 60% by 2027–2029. 

Incentive Approval Letter for 0% Import Tariff 

If you’re importing CBU or CKD EV motorcycles, you may qualify for 0% import duty until 31 December 2025. You must obtain a formal approval letter from BKPM and apply the correct code in your import declaration to get this. 

EV Motorcycle Import Regulations in Indonesia 

Importing an EV motorcycle into Indonesia involves compliance with various national regulations to ensure legal entry and registration of your vehicle. Multiple agencies govern the process, each with its oversight role. 

  • Presidential Regulation No. 55/2019: Foundation for battery electric vehicle (BEV) development. 
  • Presidential Regulation No. 79/2023: Updates TKDN thresholds and extends transition incentives. 
  • MOI Regulation No. 28/2023: EV motorcycle classification and approval details. 
  • PMK No. 10/2024: Grants 0% import tariff for eligible EV motorcycle imports through December 2025. 
  • Trade Regulation No. 20/2021: Governs procedures for obtaining API/NIB and registered importer status. 

Indonesia uses the HS Code 8711.60.10 to classify EV motorcycles under international customs rules. You must use the correct code, or your shipment may be delayed or misclassified. 

Importers must prepare specific documents and meet government compliance standards to successfully bring an EV motorcycle into Indonesia. While the exact paperwork can vary depending on the shipment and purpose, here’s what you generally need:
