What is a Tax Refund for Tourists? 

The tax refund for tourists is an Indonesian government initiative allowing foreign visitors to reclaim VAT paid on qualifying goods. This program aims to encourage tourism while supporting local commerce. 

Who is Eligible for a Tax Refund? 

To benefit from the tax refund Indonesia scheme, a tourist must meet the following criteria: 

  • Foreign National Status: The claimant must not hold Indonesian citizenship or be a permanent resident. 
  • Short-Term Stay: The visitor’s stay in Indonesia must not exceed 60 days from arrival.

Knowing the correct steps can make the process seamless if you’re a visitor planning to take advantage of the tax refund for the tourist program. Indonesia has streamlined the VAT refund system to accommodate international travelers, especially at major airports. 

Shop at Participating Retailers 

Shop only at stores displaying the “VAT Refund for Tourists” logo. Each purchase must be at least IDR 500,000 (including VAT) from a single retailer on the same day. 

Obtain Valid Tax Invoices 

Always request a special tax invoice (faktur pajak) and a payment receipt at the time of purchase. These documents must be original and issued by the participating retailer on the same day the purchase is made, as they are required for your tax refund for the tourist claim to be valid. 

Prepare for Departure 

Ensure all goods are bought within one month of departure and are carried as hand or checked baggage. They must leave the country with you. If goods are not exported within this time frame or are used before departure, they will not qualify for the VAT refund in Indonesia. 

Submit Your Tax Refund Claim Online 

  • Visit https://vatrefundapp.pajak.go.id/ 
  • Sign in or register a new account 
  • Create a new refund claim under the “Refunds” menu 
  • Enter your travel details and select eligible invoices 
  • Choose your preferred refund method 
  • Upload a photo of the goods and submit your claim 

Visit the Tax Refund Counter at the Airport 

On your departure day, before passing immigration: 

  • Present your passport, boarding pass, tax invoices, receipts, and goods 
  • Customs officers may inspect the items 

Receive Your Refund 

  • Cash: For refunds up to IDR 5,000,000 
  • Bank Transfer: Required for amounts over IDR 5,000,000 (processed within one month) 

Tax Refund Payment Options for Tourists 

Indonesia offers two payment methods for the tax refund for the tourist program: 

Cash Refund 

  • Given in Indonesian Rupiah (IDR) 
  • Available only if the total refund is up to IDR 5,000,000 
  • Claimed directly at the airport on departure day 

Bank Transfer 

  • Required for refunds over IDR 5,000,000 
  • Tourists must provide full bank details. 
  • Refund is processed within one month of application. 

If the refund exceeds IDR 5,000,000 but the tourist refuses bank transfer, only IDR 5,000,000 is refunded in cash; the rest is non-refundable. 

Claim Procedure 

  • The claim must be made at the airport on the departure day 
  • Two options: 
    • Before Check-In: Show passport, ticket, goods, and tax invoice 
    • After Check-In: Show passport, boarding pass, and goods (hand luggage only) 

The Requirements for a Tax Refund 

To receive a tax refund for tourists in Indonesia, travelers must meet these conditions: 

  • Purchases must be within one month of departure 
  • Each invoice must show at least IDR 50,000 VAT 
  • Total refundable VAT must be at least IDR 500,000 
  • All goods must be taken out of Indonesia as baggage 

When Will You Receive Your Tax Refund? 

The timing depends on your refund method: 

  • Cash: Immediate at the airport (for claims ≤ IDR 5,000,000) 
  • Bank Transfer: Processed within one month of application submission 

Exceptions for Tourist Tax Claim 

Some cases are not eligible for a VAT refund in Indonesia. These include: 

  • Goods not exported or used before departure 
  • Oversized or restricted baggage not declared before check-in 
  • Missing or invalid documentation 
  • Late submissions not filed on the day of departure 
  • Claims below the IDR 500,000 threshold 
  • Rejection of the bank transfer option for refunds above IDR 5,000,000
