What is Nutri-Level and Which Products Does It Affect? 

Nutri-Level is Indonesia’s front-of-pack nutrition labeling system for specified beverage products under BPOM Regulation 10/2026. It classifies products from Level A to D based on sugar, salt measured as sodium, and total fat per 100 ml of the product in ready-to-consume form.

• Ready-to-drink beverages 
• Powdered beverages 
• Liquid beverage concentrates 
• Solid beverage concentrates 

Nutri-Level must not be displayed on infant formula, follow-on formula, growing-up formula, or processed food for special medical purposes (PKMK).

The final Nutri-Level reflects the least favorable result among the three nutrients. For example, if a beverage is Level B for sugar, Level A for sodium, and Level C for total fat, its overall rating is Level C. 

Each level has a designated color: dark green for A, light green for B, yellow for C, and red for D. 

In the Nutri-Level assessment, sugar includes monosaccharides and disaccharides but excludes lactose. Nutri-Level also does not replace the standard Nutrition Value Information (Informasi Nilai Gizi – ING) table; covered products must continue to display the required nutrition information.

What Other Rules Apply for Nutri-Level? 

• Level A: Cannot use natural or artificial food-additive sweeteners, including through carry-over. 
• Level B: May only use natural food-additive sweeteners. 
• Levels C and D: May use natural or artificial food-additive sweeteners. The front-of-pack display must show the sugar, salt (sodium), and/or total fat value that falls at the product’s lowest level. 
• Specified Plain Milk Products: The total-fat threshold does not apply to specified plain liquid and powdered milk products. 

BPOM’s Nutri-Level system for packaged beverages is separate from the Ministry of Health’s earlier framework for ready-to-serve food and beverages. For packaged processed beverages, companies should follow BPOM Regulation 10/2026.

What Information Do Companies Need Before Updating Their Label? 

Before updating packaging, companies should confirm the regulatory and nutrition data behind the label: 

• Product Classification and Format: Confirm the BPOM category, product type, and whether Nutri-Level applies. 
• Laboratory Results: Prepare nutrition analysis from a government or accredited laboratory. For imported products, confirm that results from the country of origin meet BPOM requirements. 
• Serving Size and Nutrition Calculations: Verify serving size, nutrient values, AKG percentages, and ING formatting under BPOM 10/2026. 
• Nutri-Level Data: For covered beverages, calculate sugar, sodium, and total fat per 100 ml and determine the applicable level.

For imported or multi-market products, a nutrition panel or front-of-pack rating accepted elsewhere should not automatically be assumed to satisfy Indonesia nutrition labeling requirements.

Does Nutri-Level Affect Existing and Imported Beverages? 

Yes. Nutri-Level applies to covered beverage products sold in Indonesia, including locally produced and imported products.

• New Registrations: New beverage registrations submitted on or after August 3, 2026, must comply with the updated nutrition information requirements under BPOM 10/2026.  
• Existing Registered Products: Covered beverages already registered before the regulation took effect must be adjusted by June 17, 2028.  
• Ongoing Applications: Applications already in progress may continue under the rules in effect at the time of submission but must comply with BPOM 10/2026 by June 17, 2028.  
• Imported Beverages: Covered imported beverages are subject to the same Indonesian labeling requirements, including Nutri-Level once mandatory. 
• Nutri-Level Implementation: Mandatory Nutri-Level requirements will be implemented after the 24-month transition period, which ends on June 17, 2028.
