Every IUP and IUPK holder in Indonesia must demonstrate that mining safety is implemented not only on site but also properly documented and auditable. Under Permen ESDM No. 26/2018, SMKP has become an important part of mining compliance, influencing RKAB evaluations, operational oversight, and investor due diligence.

For mining companies, weak SMKP readiness can create delays, audit findings, and operational uncertainty. As safety governance becomes increasingly tied to licensing confidence and ESG expectations, proper SMKP implementation is becoming an important part of maintaining sustainable mining operations in Indonesia.

Key Takeaways

  • SMKP is now a business-critical requirement for mining operations under Permen ESDM No. 26/2018, not just a safety checklist.
  • Mining companies must prove real implementation, because documents alone are not enough during audits or site inspections.
  • IUP and IUPK holders carry the main compliance responsibility, even when contractors are involved.
  • Weak SMKP readiness can affect RKAB, licensing confidence, and operational continuity.
  • Strong SMKP implementation helps mining companies meet regulatory, ESG, and investor expectations.

What is SMKP?

SMKP (Sistem Manajemen Keselamatan Pertambangan) is Indonesia’s mandatory mining safety management system regulated under Permen ESDM No. 26/2018 and supervised by the Ministry of Energy and Mineral Resources (ESDM).

The framework requires mining companies to establish, document, implement, and evaluate a structured occupational safety system that can be verified during audits and site inspections.

Under Kepdirjen Minerba No. 185.K/37.04/DJB/2019, SMKP is assessed based on seven main elements:

  • Safety policy
  • Planning and risk assessment
  • Organization and personnel
  • Implementation
  • Monitoring and evaluation
  • Documentation
  • Management review

ESDM-authorized auditors evaluate whether these elements are properly implemented both administratively and operationally at the site level.

Who Must Comply with SMKP?

SMKP is mandatory for:

  • IUP holders (Izin Usaha Pertambangan)
  • IUPK holders (Izin Usaha Pertambangan Khusus)
  • Mining contractors operating under IUP or IUPK areas
  • Mining service companies supporting operational activities

Although contractors may carry out operational work, the responsibility for SMKP compliance remains with the IUP or IUPK holder. Mining companies are expected to ensure that contractors are integrated into their safety management system through proper supervision, training, and evaluation.

Why SMKP Matters for Mining Operations in Indonesia

SMKP directly affects operational readiness, audit performance, and regulatory compliance. Weak implementation may result in RKAB evaluation issues, audit findings, operational sanctions, or increased scrutiny from regulators, investors, and lenders.

For mining companies, SMKP is no longer viewed solely as a safety requirement. It is increasingly treated as part of broader operational governance and risk management.

The main regulatory framework includes:

Regulation Function
Permen ESDM No. 26/2018 Establishes mandatory SMKP implementation
Kepmen ESDM No. 1827 K/30/MEM/2018 Provides technical mining safety guidelines
Kepdirjen Minerba No. 185.K/37.04/DJB/2019 Defines SMKP elements and audit criteria
Kepdirjen Minerba No. 10.K/MB.01/DJB.T/2023 Adds mining safety performance scoring methodology
UU No. 3/2020 Reinforces the mining supervision authority
PP No. 96/2021 as amended by PP No. 25/2024 Governs the implementation of mining business activities

How to Obtain SMKP Certification

Strengthen Mining Safety Operations with SMKP Certification

Obtaining SMKP certification involves a systematic process that includes reviewing current systems, developing policies, training staff, conducting internal audits, and preparing for external assessments. Following these steps ensures a structured approach to achieving compliance efficiently.

  • Gap Assessment: Review existing HSE systems, documentation, and operational practices against SMKP requirements.
  • System Development: Prepare or update policies, SOPs, risk registers, contractor procedures, and emergency response systems.
  • Implementation and Training: Apply procedures at the site level and ensure that workers and contractors are properly trained and their training is documented.
  • Internal Audit: Conduct internal evaluations to identify gaps before the external audit process.
  • Gap Remediation: Close findings with documented evidence before the external audit window.
  • External Certification Audit: ESDM-authorized auditors perform document reviews, site verification, and operational assessments before issuing certification results.

How Long Does SMKP Certification Take?

The SMKP preparation and certification timeline ranges from 6 to 18 months, depending on factors such as operational scale, system maturity, the number of sites involved, and contractor complexity.

Companies preparing RKAB submissions typically work backward from their target timeline to ensure audit readiness before evaluation periods begin.

Why SMKP Implementations Fail

Many SMKP audit findings are not due to a lack of documents but to inconsistent implementation of head office policies across field operations. Proper implementation helps mining companies build trust and credibility with regulators, investors, and stakeholders.

Common issues include:

  • SOPs that do not reflect actual operational practices
  • Weak training and monitoring at the site level
  • Limited contractor integration into the safety system
  • Lack of internal coordination and ownership across departments

In many cases, companies already have safety procedures in place, but struggle to demonstrate consistent implementation during audits and site verification.

How SMKP Strengthens ESG Performance and Investor Reporting

For mining companies with international investors, lenders, or sustainability reporting obligations, SMKP serves a dual purpose beyond regulatory compliance:

  • Generates GRI 403 Data: Incident records, risk assessments, training logs, and corrective actions feed directly into occupational health and safety disclosures.
  • Builds Investor and Lender Confidence: ESG due diligence increasingly checks whether a certificate reflects an operating system that auditors can verify on-site.
  • Aligns with ISO 45001: SMKP shares structural principles with the international occupational H&S standard, reducing the gap when pursuing dual certification.

Frequently Asked Questions

What does SMKP stand for?

SMKP stands for Sistem Manajemen Keselamatan Pertambangan, Indonesia’s mandatory mining safety management system under Permen ESDM No. 26/2018.

Is SMKP mandatory in Indonesia?

Yes. SMKP is mandatory for all IUP holders, IUPK holders, mining contractors (IUJP), and mining service companies operating in Indonesia.

How many elements does SMKP have?

Seven: safety policy, planning, organization and personnel, implementation, evaluation and monitoring, documentation, and management review.

How long does SMKP certification take?

Typically 6 to 18 months, depending on operational scale, system maturity, number of sites, and contractor complexity.

How often must SMKP be audited?

At least once per year. Internal audit reports are due within 30 days after Q4; external audit reports are due within 14 days of completion.

What causes SMKP audit failure?

A sub-element scoring below 50% of its maximum, or minor findings in more than 30% of audited locations, results in a major nonconformity.

Can SMKP’s responsibility be transferred to a contractor?

No. The IUP or IUPK holder remains principally liable for SMKP compliance even when contractors perform the work.
