What is an environmental permit (Persetujuan Lingkungan) in Indonesia?

An environmental permit in Indonesia is now called Persetujuan Lingkungan (Environmental Approval). Under Government Regulation (PP) No. 22 of 2021, it replaced the former standalone Izin Lingkungan and became a prerequisite within risk-based business licensing through the OSS-RBA system. It takes the form of an AMDAL feasibility decree (SKKLH), a UKL-UPL statement approval (PKPLH), or an SPPL, depending on the activity’s environmental impact. What is the difference between AMDAL, UKL-UPL, and SPPL?

AMDAL (Analisis Mengenai Dampak Lingkungan) is a full environmental impact assessment required for activities with significant impact, such as mining, large-scale manufacturing, or major infrastructure. UKL-UPL (Upaya Pengelolaan dan Pemantauan Lingkungan Hidup) applies to activities with non-significant impact and uses a standardized management and monitoring form. SPPL is a self-declaration for micro and small activities with minimal impact, issued directly through OSS. How do I know which environmental document my business needs?

The required document depends on your business activity (KBLI code), scale, capacity, and location. Activities requiring AMDAL or UKL-UPL are listed in Minister of Environment and Forestry Regulation No. 4 of 2021, while the OSS-RBA system assigns obligations based on risk level. Location also matters: projects in or near protected areas may require AMDAL regardless of size. What are RKL and RPL in an AMDAL?

RKL (Rencana Pengelolaan Lingkungan Hidup) is the Environmental Management Plan, and RPL (Rencana Pemantauan Lingkungan Hidup) is the Environmental Monitoring Plan. Together, RKL-RPL forms part of the AMDAL document set alongside the Terms of Reference (KA) and the impact analysis (ANDAL). RKL-RPL sets out how a company will control impacts such as wastewater, emissions, and noise, and how it will measure them over time. Do companies in an industrial estate need their own AMDAL?

Usually not. When an industrial estate already holds an approved AMDAL, tenants typically prepare a detailed RKL-RPL (RKL-RPL rinci) or follow the estate’s environmental requirements instead of a full AMDAL. The estate manager often reviews tenant documents before submission. Requirements still vary by activity, so tenants with high-impact processes may face additional obligations. How long does it take to obtain environmental approval in Indonesia?

Timelines depend on the document type. An SPPL can be issued through OSS on the same day once the business profile is complete. UKL-UPL approval typically takes several weeks, while AMDAL commonly takes six to twelve months because it requires field studies, public consultation, and review by a feasibility assessment team. Do foreign-owned companies (PT PMA) need environmental approval before operating?

Yes. A PT PMA follows the same environmental rules as a domestic company. For medium-high and high-risk activities, environmental approval must be obtained before the business license becomes effective for operations, even if the company already holds an NIB. Starting construction or production without it exposes the company to sanctions. What obligations continue after environmental approval is granted?

Approval brings ongoing duties. Companies must implement their RKL-RPL or UKL-UPL commitments and submit environmental management reports, generally every six months, through the Ministry of Environment’s electronic reporting system. The approval remains valid while the activity runs unchanged, but it must be amended when capacity, processes, or location change. What are the penalties for operating without environmental approval in Indonesia?
