Frequently Asked Questions

Can a foreign company register products directly with BPOM in Indonesia?

No. Foreign brands cannot submit product registrations directly with BPOM or Kemenkes. All registrations must be submitted by a local Indonesian legal entity — a registered PT or PT PMA — that holds a valid NIB, API import license, and the relevant KBLI business codes. InCorp acts as your local authorized representative or helps you set up your own PT PMA to hold the NIE in your company’s name.

How long does product registration take in Indonesia?

Registration timelines vary by category: cosmetics take 1–3 months, food and beverages 2–6 months, health supplements 3–6 months, and medical devices 3–18 months depending on risk class. These timelines assume complete and compliant documentation. Missing documents, ingredient non-compliance, or the need for a BPOM physical audit can add several months to the process. InCorp’s pre-submission review minimizes delays.

What is the Nomor Izin Edar (NIE) in Indonesia?

The Nomor Izin Edar (NIE) is Indonesia’s Marketing Authorization Number — the official permit issued by BPOM or Kemenkes that legally allows a product to be imported, distributed, and sold in Indonesia. Without a valid NIE, products cannot clear Indonesian customs, cannot be listed on e-commerce platforms, and cannot be sold through retail distribution networks. The NIE must be printed on all product packaging and renewed before expiry.

Do I need a PT PMA to register products in Indonesia?

Not necessarily. You can register products in Indonesia without forming your own company by using InCorp’s Importer of Record (IOR) service. As your licensed local representative, InCorp holds the NIE on your behalf and manages all regulatory compliance. This is the fastest path to market for foreign brands that don’t yet have an Indonesian legal entity. If you plan to sell at scale long-term, forming your own PT PMA and holding the NIE directly gives you greater commercial control and flexibility.

How much does product registration cost in Indonesia?

Product registration costs in Indonesia depend on the category and number of products. Professional service fees typically range from USD 1,500–4,000 per product for most BPOM categories. Medical device registration (Class C/D) can cost significantly more due to technical documentation requirements and longer evaluation timelines. Government fees (PNBP) are additional and vary by product class. InCorp provides a transparent cost estimate in your first consultation — no hidden fees.

Who can register products in Indonesia?

Under Indonesian law, the NIE must be held by a local Indonesian legal entity. Foreign manufacturers and brands cannot submit product registrations directly. Your local entity must hold:
– A valid NIB (Business Identification Number) from OSS-RBA
– An API (Importer Identification Number — Angka Pengenal Importir)
– The relevant KBLI business activity codes for your product category
– In some categories: a BPOM Recommendation letter following a physical audit

What are the common reasons product registrations fail or get delayed?

– Wrong product classification
– Ingredient non-compliance
– Incomplete documentation
– No BPOM physical audit clearance
– No local legal entity
